Job Summary
The Instructional Designer is responsible for designing and developing engaging, learner-centered training solutions that support the adoption of new business processes, systems, and technologies, including large-scale enterprise implementations. Working closely with project teams, subject matter experts, and business stakeholders, this role ensures employees and end users are equipped with the knowledge and skills needed to effectively perform their roles and achieve organizational objectives for Release 2.
Key Responsibilities
Design and develop a variety of learning deliverables, including Instructor-Led Training (ILT) materials, facilitator guides, participant workbooks, job aids, user guides, and e-Learning modules.
Apply instructional design methodologies and adult learning principles to create learner-centered content that supports real-world task performance and knowledge retention.
Develop interactive e-Learning solutions using tools such as Articulate Rise 360, Articulate Storyline, Adobe Captivate, or similar authoring platforms.
Conduct training needs analysis and collaborate with subject matter experts (SMEs), project teams, and business stakeholders to translate business and system requirements into effective learning solutions.
Create scenario-based learning, simulations, and performance support tools that reinforce system navigation, business processes, and user adoption.
Tailor training materials and learning approaches to align with Federal and public sector standards, policies, terminology, accessibility requirements, and compliance obligations.
Partner with Change Management and Communications teams to align training activities with organizational readiness strategies, change initiatives, and key messaging.
Review and quality-assure training materials to ensure accuracy, consistency, clarity, and alignment with project objectives.
Develop and track training metrics, learner feedback, and effectiveness measures to support continuous improvement and reporting.
Leverage AI-powered tools and emerging technologies, including Microsoft Copilot, AI writing assistants, voiceover generators, and content creation platforms, to accelerate content development, enhance quality, and improve the learner experience.
Requirements
3+ years of experience in Instructional Design, Training Development, and Training Needs Analysis supporting business and technology transformation initiatives.
Strong knowledge of adult learning principles and instructional design methodologies, with experience developing Instructor-Led Training (ILT) and e-Learning solutions.
Proficiency with Articulate Rise 360, Articulate Storyline, Adobe Captivate, or similar e-learning authoring tools.
Experience using Microsoft 365 (Word, PowerPoint, Teams, SharePoint), Learning Management Systems (LMS), and Microsoft Forms to develop, manage, and deliver training content.
Experience using Power BI and/or Excel to measure training effectiveness, analyze learner feedback, and support reporting.
Experience leveraging Microsoft Copilot and other AI-enabled content creation tools to enhance training development and learner experiences.
Proven ability to translate complex business processes, system changes, and technical concepts into clear, engaging, user-focused learning materials.
Experience developing training solutions for Federal Government or public sector organizations, including alignment with government standards, accessibility requirements, and compliance considerations is an asset.
Strong communication, facilitation, stakeholder engagement, and collaboration skills, with the ability to work effectively with SMEs, project teams, and business stakeholders.
Strong organizational skills, attention to detail, and the ability to manage multiple deliverables in a fast-paced project environment.
Knowledge of Microsoft Dynamics 365 is an asset but is not required.
